Interim Township Manager

As Johnstown’s interim City manager, Strategic Solutions’ president John Trant worked with City and community leaders to implement Johnstown’s Act 47 Exit Plan. Negotiating a new operations agreement for the City-owned golf course and the sale of the City’s sewer collection system were two major accomplishments. Now working in Allentown and Rehoboth Beach, Strategic Solutions has continued to expand its impact outside of Western PA.

City of Johnstown, Cambria County The Strategic Solutions team is passionate about making positive impacts in communities and providing action-oriented approaches to help communities realize their goals. When John Trant joined the City as Interim City Manager, Johnstown was 18 months away from exiting its Act 47 designation. However, implementation of many of the recommendations in the Act 47 Exit Plan that were necessary to successfully exit the program were stalled. John worked with the Act 47 team, City Council, Department Directors, and community partners to advance and complete many of the Act 47 Exit Plan recommendations including: updated employee handbook, negotiation of a new operations agreement for the City-owned golf course and negotiating the sale of the City’s sewer collection system. As Interim City Manager, John Trant navigated City operations through the uncertainty of the COVID-19 Pandemic. This included issuing guidance to staff regarding safety protocols and personnel policies, coordinating public access restrictions for City facilities, working closely with the emergency management coordinator to ensure PPE and pandemic supplies were available, and managing remote City Council meetings for the first time in the City’s history.

Process

Coordinate a collaborate process with City Council, Mayor Frank Janakovic, and City staff to ensure that municipal operations function effectively and efficiently through leadership transitions, including administrative services, public safety, financial services, community planning, and land development.
