Interim Township Manager

The Strategic Solutions team facilitates efficient and effective change, turning sense into dollars for communities.

Springfield Township engaged Strategic Solutions to provide interim management services and spearhead the resolution of several critical issues facing the community. John Trant worked with the Township Supervisors to strategically evaluate options to address sewer, water, and road infrastructure deficiencies that inhibit the community’s future economic growth. This included the negotiation of inter-municipal agreements, management of several project engineering evaluations, exploration of financing options, and coordination of communications and public outreach. While overseeing day-to-day Township operations, John and the Strategic Solutions team also advised the Township regarding the management of the land development application process, providing appropriate forms and documentation materials to streamline the process for both the Township and potential developers. Further, Strategic Solutions assisted with the development and adoption of a new multi-fund Township budget, overhauling its annual budgeting process and creating the Township’s first-ever multi-year Capital Plan.

Springfield Falls, Mercer County

PROJECT:

Provide Interim Municipal Management Services for Springfield Township

PROCESS:

Work collaboratively with Springfield’s elected officials to revamp the day-to-day processes and procedures for the Township’s municipal operations.

PRODUCT: Community-enhancing initiatives

  • Implementation of a $13.5 million Tax Increment Financing (TIF) project.

  • Creation of a municipal authority to address infrastructure issues.

  • Formation and management of an economic development authority for administration of the TIF.

  • Negotiated, on behalf of the Township, a multi-million-dollar sewer treatment agreement with

  • Grove City Borough.

  • Oversaw the implementation of the Township’s first-ever GIS database.

  • Managed the design, permitting, construction, and grant administration of the Township’s first-ever multi-modal trail project - Route 208 Trail
