Strategic Solutions® partnered with the Chestnuthill, Jackson, Eldred, Ross, and Polk Regional Planning Committee, known as CJERP, to update the region’s comprehensive plan. Located in western Monroe County, CJERP encompasses nearly 145 square miles and approximately 39,000 residents across five municipalities: Chestnuthill, Jackson, Eldred, Ross, and Polk Townships.

CJERP is part of the broader Pocono Mountains region, and its identity is rooted in its working farms, forests, parks, game lands, scenic landscapes, and small communities. Nearly 63% of the region’s existing land use consists of natural, agricultural, recreational, and other open lands. A central challenge of the planning process was determining how to preserve the landscapes and rural character that define the region while thoughtfully accommodating future growth and emerging land uses.

The adopted plan establishes a regional framework that directs new development and redevelopment toward designated growth areas and major transportation corridors while continuing to protect agricultural land, forests, scenic landscapes, and other rural resources. It also sets the stage for CJERP to build upon its longstanding approach to sharing land uses across municipal boundaries, coordinating infrastructure and transportation investments, and pursuing implementation initiatives collaboratively.

The five municipalities adopted the updated CJERP Regional Comprehensive Plan in July 2026.
