Organizational Assessment, Audit, Implementation and Risk Evaluation

Strategic Solutions® guided a comprehensive human resource (HR transformation) for the City of Allentown, beginning with an HR Department Assessment Report and Proposed Department Structure. We updated job descriptions, streamlined departmental meetings, and participated in budget and cabinet discussions to align HR objectives with citywide goals. Our team addressed personnel investigations, introduced a new Zoning Officer test, and improved Family and Medical Leave Act (FMLA) management. We also served as hearing officers for third-step grievances, managed staff transitions—including a new HR Director—and partnered with outside labor counsel. To ensure ongoing success, we liaised with Department Directors, oversaw vital HR processes and collaborated with the Senior Generalist on Unemployment Compensation (UC) claim management. Through effective job fair coordination, risk management meetings, and streamlined labor negotiations, Allentown’s HR framework is now poised to meet evolving organizational needs.
